The Community Mental Health Partnership of Southeast Michigan (CMHPSM) is one of Michigan’s ten Medicaid Prepaid Inpatient Health Plans and is responsible for substance use disorder services (and all behavioral health) for the counties of Lenawee, Livingston, Monroe, and Washtenaw.
In 2011, CMHPSM recognized a crisis in care due to inadequate funding. In response, they moved toward a population-based reimbursement model that designated two “core providers” for Washtenaw County. Each core provider was required to provide a continuum of care and was given the freedom to make level of care decisions and move people around in levels of care without having to get approval.
This model has improved care for local residents by encouraging providers to be creative in designing and delivering care, develop stronger connections to other community resources and has reduced administrative costs.
